Why? Who said "What this country needs is a good little wa"?

The phrase often associated with that sentiment is "I should welcome almost any war, for I think this country needs one," which was written by Theodore Roosevelt in 1897.

At the time, Roosevelt was the Assistant Secretary of the Navy and a staunch supporter of American expansionism, expressing a desire for war to test the nation's mettle.
Related Quote: John Hay, who served as Secretary of State under President McKinley, famously described the subsequent Spanish-American War (1898) in a letter to Roosevelt as "a splendid little war".

Context: These quotes reflect the pro-war sentiment held by several American leaders in the late 1890s, aimed at establishing the United States as a global power.
I say it is a matter of economics. War creates jobs and money. There is currently a bill to spend 200 Billion dollars on the Iran war. Of course in the end there is great loss of lives.
